Without Help in China

A terrible news I read this morning.

A man who came from Bangladesh was detained in China by Gangsters for a week. He was extorted for US70,000. It is so ridiculous that he had tried to contact Hong Kong Immigration Department and Hong Kong Authority. However those departmental just advised him to contact Ambassador of Bangladesh in China. The man was treated badly in the week. He was not offered any food and water for the first three days. Even going toilet was not allowed. Gangsters asked for US70,000 at the beginning. After few days, Gangster agreed to reduce amount to US50,000. The man promised to paid for CNY50,000 first, the remain balance would be paid at border.

This news is shocking me, I never think about Hong Kong Authority will reject helping request from Hong Kong people. Although that man may not be a Hong Kong Citizen, he is doing business in Hong Kong. He should be protected by Hong Kong Government. It is understandable that the incident was happened in jurisdiction which is not under Hong Kong Government. I believe a responsible Government not only need to protect her citizen but also visitor. I cannot believe Hong Kong statutory body is a buck passer in an incident which put a man's life at risk. I think Hong Kong Government needed to be setup a clear procedure guideline to Authority that what they can do in this situation. For example, even incident is not happened in jurisdiction of Hong Kong Authority who can collect intelligent and report to other Jurisdiction Authority. It is totally unacceptable that Authority repel helping request from foreign visitor.
