Does de-feto referendum success?

Pan democracy said at the very beginning  the vote rate greater than 50% is consider as a success. Sometime before they reiterated that 25% as a success. However there is only less than 20% vote rate, you guess what will they say? We are success and supported by Hongkonger as we have backed to legislative council.

Come on! You have no competitor, how come you can't back to the council. If I were Hong Kong Government or PRC, I would say "Yes, you those are backed by 20% vote. However, 80% of voter are not support you guys action this time."
